The Weber-Morgan Board of Health consists of eleven (11) members.
The general purpose of the Board is to organize and oversee the administration of the Weber-Morgan Health Department, analyze public health problems, and adopt policies which are consistent with accepted principles of public health and preventive medicine.

Ken Johnson, Ph.D., C.H.E.S
Dr. Johnson currently serves as the interim dean of the Dumke College of Health Professions at Weber State University. He holds a doctorate in health education and has primarily taught in the areas of health care administration and public health. He has some post-doctorate training in emotional intelligence. Dr. Johnson advises students interested in long term care administration and health promotion. He has published a number of articles and presented at a variety of local and national conferences on topics dealing with employee wellness and retention.
Prior to his appointment at Weber State, Dr. Johnson worked for 15 years in health care, holding positions in hospital and clinic administration and marketing.

Tina Kelley
Tina Kelley was born in Salt Lake City, but was raised just outside of Helena, Montana. She graduated from high school in 1984 and moved back to Utah to be with family and attend college. She married her husband, Patrick, 18 years ago. She graduated from Weber State University in 1991 with a BA in History, minor French. She worked for several years as a substitute teacher in Morgan while she and her husband raised her brother, Jonathon Draper who recently married and is serving in the United States Army. She returned to Weber State University and graduated in 1997, again with honors, with a BA Social Science Composite Teaching degree. She is currently enjoying being a homemaker and having time to pursue her hobbies, which include bowling, crocheting, quilting and machine embroidery. She has been active in her community for many years, having served on her local Homeowner’s Association Board and attending years of Planning Commission and Council meetings. She is currently the Morgan County Council Member for Mountain Green, District One. She is also currently serving on the Mountain Green Sewer Improvement District Board.

Craig L. Dearden
Craig and his wife, Sheryl, have been married 33 years. They have 3 children, Tricia 31, Jarrod, 28, and Dawnell 24 (all married), and are the proud grandparents of 9 grandchildren.
Craig received an Associates of Science, with a Major in Criminal Justice from Weber State College in 1978. He received a Bachelors of Science with a Major in English from Weber State College in 1983.
Craig worked as a Police Officer/Sergeant for Pleasant View City from 1974 to 1980. At that time he became the Chief of Police in North Ogden City and held that position from 1980-1981. He was a Police Officer/Detective at Weber State College from 1981 to 1983. Deciding on a change of pace, he taught at the Weber County School District for the next three years. From 1986 to 1990 he again worked as a Police Officer/Sergeant for Pleasant View City. In 1991 he was elected as the Weber County Sheriff and held that position until 1997. At that time Governor Leavitt appointed him to the position of Commissioner of Public Safety, for the State of Utah. In that position he was responsible for the management of all Public Safety agencies in the State of Utah with over 1100 employees and 15 divisions, including the Utah Highway Patrol, State Emergency Management, State Fire Marshal’s Office and State Driver License Division. In 2001 he was employed by Weber State as Director of Public Safety where he worked until the first of January 2005 when he was sworn in as a Weber County Commissioner.
Craig has expressed his appreciation to the citizens of Weber County for their support and is looking forward to working on their behalf.

Jan M. Zogmaister
Jan Macfarlane Zogmaister is a life long resident of Weber County. She was born and raised in Ogden. She lived in Roy for 27 years, and currently Jan and her husband, Darrow, reside in West Haven. They are the proud parents of 5 daughters 4 sons by marriage and 13 grandchildren.
Jan and her husband have worked together the last 20 years as owners of National Battery Sales a small business with locations in Ogden and Logan. Her common sense approach to business will be an asset in government service.
Jan enjoys public service and has had the opportunity to serve in many community and business capacities. As well as being very civic minded she has also served in various political grassroots positions, and devotes time to serving in her church.
Jan was elected to serve in the Weber County Commission for the term of 2007-2011. She believes that government is strengthened when citizens, business and government work together. She is very honored to serve the people of Weber County as their commissioner and welcomes your communication and input.

Richard Harris
Richard Harris and his wife, Marilyn, grew up together in the St. Anthony, Idaho area, married, and are the parents of eight children and 27 grandchildren. They moved to North Ogden in 1981 and have loved living there ever since. Richard has a Bachelor of Science degree in Civil Engineering from Utah State University. His career was with the US Forest Service where he provided engineering services on a number of National Forests in Utah and Idaho. He retired in 1999 after 35 years of service. He served on North Ogden’s Planning Commission for 11 ½ years, completed two terms on the City Council, and was elected mayor of North Ogden in the 2009 general elections. Because of his experience with water, wastewater, and solid waste systems on National Forest Lands and with North Ogden City he is well qualified and looking forward to serving on the Weber-Morgan Board of Health.

Neil Garner
Neil Garner was born and raised in Ogden, Utah. He attended Ogden High School and graduated from Weber State University with an Associates degree in nursing and a Bachelors of Science in Health Administration. He has been involved in health care for over 30 years. Neil and his wife Jill have raised their four children in Ogden.
Neil has served on numerous community boards including: Local Emergency planning committee (LEPC), the Weber county Emergency Managers council, the local Intra-hospital committee, and is currently serving as a member of the Mount Ogden District Committee for the Boy Scouts of America. Neil has been elected to serve on the Ogden City Council representing the citizens residing in Municipal Ward One.
