  1. Obtain a land use permit from the Weber County Building Inspection Planning Commission to assure compliance with zoning ordinances. This document will have information regarding minimum setback requirements, drainage piping requirements and fire hydrant fee requirements.
  2. If the property is serviced by a sanitary sewer system obtain authorization to connect to the system, from the sewer service provider. If the property is not serviced by a sanitary sewer system, obtain a septic tank permit from the Weber County Health Department.
  3. The building must be served by a potable water system a receipt from the local water provider showing the connection fees have been paid or a letter of commitment to serve that is specific to the building lot, a approved well permit from Weber County Environmental Health department must be submitted if the lot is not served by a water district.
  4. Pay fire district impact fee to the Weber Fire District. The Fire district must also approve the fire protection system. (Fire sprinkler system required if building area exceeds 5,000 square feet, including the basement.)
  5. Complete a building permit application. The permit application must be signed by the owner and the general contractor and show the names, state contractor’s license numbers, and the local business license numbers of the general, electrical, plumbing, and hvac contractors.
  6. Submit the above listed documents along with two (2) complete and identical sets of the plan to Weber County Building Inspection Department. A plan review fee prepayment is required at the time of submittal, $75.00 for residential plans and $100.00 for commercial plans. Plans must be drawn to scale on substantial paper. Plans must include the following:
    1. Floor plan.
    2. Basement/foundation plan.
    3. Elevation drawings.
    4. Site plan.
    5. Proof of compliance with the International Energy Conservation Code. (MECCheck)
  7. Buildings are required to be designed and built in accordance with the International Residential Code or the International Building Code. Plans must meet the provisions for conventional light frame construction, as defined by the codes, or be designed and sealed by an architect or engineer licensed by the State of Utah. Sealed plans must be accompanied by calculations to justify the design. The following are a few examples of buildings that must bear a seal:
    1. All commercial/public use buildings.
    2. Steel frame buildings including footings and foundations.
    3. Buildings of unusual shape, as defined by code.
    4. Buildings in areas where the snow loading exceeds 65 psf.
    5. Buildings in areas of seismic design category E or F.
  8. Plans must be reviewed by the building inspection department to verify compliance with applicable ordinances and code requirements and to assign the building permit fees.
  9. After the plan has been reviewed and approved the building permit may be issued. Payment of the building permit fees is due at the time the permit is issued.
