Weber County

In Memory of Martin B. Moore, Jr.,
Weber County Surveyor, January 1995 - February 2006

Passed away, Feb. 3rd, 2006

Martin Beaman Moore, Jr., born Nov. 29, 1933, in Pearl, Coryell County, Texas. He was the third child of 3 born to Mabel and Martin, Sr. This is where he began his life and career.

He grew up in a small town in Texas, so small that it no longer exists. At age 19 he joined the Air Force and after spending a tour of duty in Japan during the Korean War, he was stationed here at Hill AFB. It was during his stay in Utah that he met his life long companion, Sallie. While in the Air Force he was awarded the Airman of the Month, this honor was conferred upon him in October of 1956. This honor would be only one of many that he received in his life and for his lifes work. Most all of his time in the military was spent in the surveying profession.

After leaving the Military he worked for a short time as a Dallas Texas Fireman. But he returned to the surveying profession and was successful in passing the surveying licensing requirements for the State of Texas in 1969 and became certified as a Senior Engineering Technician also in 1969. The following year in 1970 he became licensed in the State of Oklahoma, this was the second of 5 States which he would eventually become licensed in.

From 1972 to 1974 Martin served as the Cooke County Texas Surveyor. This was an appointment by the Governor of the State of Texas and although Texas elects their county surveyor's, he was appointed to that office in order to reconcile boundaries of land grant parcels, which was a special honor in having the State recognizing his expertise in Land Boundaries.

After a short stay in Texas the family returned to Utah where he obtained his surveying license in the States of Idaho and Utah both in 1974.

Martin, Sally and his family then settled in Roy where he spent a short time working for Great Basin Engineering before opening his own surveying company, which provided the financial means to raise their six children. Through Mountain West Surveying, Martin has served the Northern Utah Area and Weber County as a Professional Land Surveyor with the knowledge and expertise that he has gained through many years of education and experience. Martin surveyed for more than 50 years.

The last surveying license he obtained was in the State of Nevada in 1977, each of the individual States he was licensed in gave him unique insight into the legal requirements of the profession of Land Surveying. In addition to his state licenses' and his Certification as Senior Engineering Technician from the Institute for the Certification of Engineering Technicians he has a certificate from Grayson County College in Surveying Technology.

He has passed on his knowledge by mentoring surveyors through the course of his business, by teaching Surveying at Weber State College and serving in many leadership capacities in the Utah Council of Land Surveyors as well as other offices and committees within that organization.

In 1985 he was one of six original charter members who organized the Golden Spike Chapter within the UCLS and from 1989 to 1990 he served as the State Chair for the organization.

In 1994 he was successful in being elected to the office of Weber County Surveyor being sworn into office January 1995. At which time he sold his interest in his business to his son-in-law, Dick Mecham. This he did in order to devote full time to the often stressful demands of the office. In being elected he brought to the County Surveyor's Office his previous surveying experience in the private sector and the government sector. Since being elected as the Weber County Surveyor he has been appointed to several committee's within the county. He also served several years as the President of the Utah Association of County Surveyor's (UAC).

While serving as the Weber County Surveyor he was awarded the 1999 Surveyor of the Year by the UCLS and was the recipient of the 2000 Outstanding County Official award from UAC. In 2000 he was given a certificate of commendation from the Weber County Sheriff “For outstanding service and support...”.

The demands of the office of County Surveyor have been challenging and rewarding for him and his staff. The main focus that he brought to this office is that of "Serving the Public". It was his personal conviction that he was elected by the citizens to protect and preserve individual property rights as far as the law would allow him to do. He has made it a point that his staff knows that he was available to the public at any time and expected his staff to be just as available, with one exception.

Should his wife call the office, everyone knew that it didn’t matter who was with him or what he was doing, he was free to take the call. She was his sweetheart, friend and life long companion of 49 years. They spent virtually every moment they had together. They would make trips to Provo or other towns looking for doll making things. Every year for Sallie’s birthday they would take a trip to the Oregon coast to enjoy the ocean, sea food, and go whale watching. Although Martin enjoyed fishing, out door activities, and golf, he spent his time with Sallie and his children.

Nearly every Wednesday he had a lunch appointment with one of his daughters. He would always tell us when his children and grandchildren were there to visit. He was pleased and proud of them and their accomplishments. As his staff, we knew that he cherished his family. As many awards and recognitions which he obtained thru the profession of surveying, I never witnessed an occasion in which his family did not come first. I have listened to them express words of adoration and love for their father, and that is the highest honor anyone could receive.
